B3301 Loggans Road, Hayle
Proposed Road Safety Improvements
Please find enclosed a plan detailing proposed road safety improvements to Loggans Road, Hayle. I am sure you will be aware of the recent tragic accident at the junction with Loggans Way, and the local residents’ concern over this. The proposals have been designed to improve pedestrian safety in particular, but also to address wider concerns over vehicle speeds on Loggans Road.
The proposals are:
Two new pedestrian refuges to assist pedestrians crossing the road from all directions. The advantages of using refuges are that pedestrians only have to look in one direction when crossing to or from the refuge, they reduce the lane width and reduce vehicle speeds;
The bus layby on the eastern side will be removed and replaced with an on-road bus stop. A new footway on the south-east side will link the refuges. The existing bus shelter will be relocated to the back of the new footway;
The bus stop on the western side will be relocated further away from the junction with Loggans Way to improve visibility for pedestrians using the pedestrian refuges and motorists entering/exiting Loggans Way;
Hatching between and either side of the pedestrian refuges will reduce the lane widths to 3 metres to help reduce vehicle speeds. This will also allow space for an informal right turn lane which will provide a dedicated safe area for motorists waiting to turn right into Loggans Way;
A Vehicle Activated Sign (VAS) to help reduce vehicle speeds. Exact positioning has not yet been established. Motorists travelling southbound at excess speed at the start of the 30mph speed limit will activate the sign and be reminded of the speed limit;
The entry signing at the start of the 30mph speed limit will be improved to highlight the 30mph speed limit;
Planting of vegetation on the sides of the road will visually narrow the road and help reduce vehicle speeds. The exact type and positioning has not yet been established.

Although suggestions have understandably been made regarding the introduction of a formal pedestrian crossing at this location, for example a Zebra, Pelican or Puffin, there are strong safety reasons why this is not appropriate. The low number of pedestrian movements and the fact that the road is relatively easy to cross most of the time would result in a drastically underused crossing. This would lead both to driver complacency and to pedestrians failing to use it, crossing away from the facility. National experience shows this would result in serious risk to pedestrians. Pedestrian refuges have a much better safety record for such situations. Also, a crossing would have no effect on vehicle speeds.
